Jim Cotton is Senior Vice President and Procurement Officer for American States Utility Services, Inc. (ASUS), a subsidiary of American States Water Company. His accomplished executive career reflects experience in operational leadership, procurement and supplier operations and sourcing, crisis management, talent management, and organizational development in highly decentralized organizations. He has a proven record of managing contracts of various types with varied budgets within the public and private sectors; implemented such while supervising multi-disciplined teams with record of stream-lining operations, developing and implementing organizational solutions, and applying overall human resources expertise to impact accomplishment of strategic goals and maximizing shareholder earnings and meeting customer expectations.
Mr. Cotton joined ASUS in June 2008 as Director of Contracts. He was promoted to Vice President of Contracts in November 2012 and Senior Vice President and Procurement Officer in November 2014. Prior to joining ASUS, he had a 15 year career with the U.S. Department of Defense including service as (i) Deputy Commander, Defense Energy Support Center – Europe (Europe, Africa, Northern Iraq) in direct support of Iraqi Operations and the Global War on Terror, (ii) Deputy Director of Bulk Supplier Operations, Petroleum and Energy (U.S., Europe, Middle East and Africa), (iii) Director of Iraqi Operations (Baghdad) in direct support of Operation Iraqi Freedom, and (iv) Director of Utilities Privatization.
He holds both a Masters of Business Administration in Contract Management and Masters of Science in Systems Management and Operations Research from Florida Institute of Technology, FL, as well as a Bachelor of Arts degree in Political Science and Alternative Dispute Resolution from James Madison University, VA. He holds a Project Management Certification from The George Washington University and is a Senior Executive Fellow from Harvard University.
